Koh Samui falls in the Thai Meteorological Department's east-coast region, where the 1991 to 2020 normal is 361.4 mm of rain in November and 296.0 mm in December, against 112.0 mm in January. The Upper Beach and the main pool are open-air settings, so hold a covered fallback for any wet-season date.
