Put plainly, wedding decor in Goa costs roughly ₹2–5 lakh for an essential setup (mandap, aisle, entrance) at 50–150 guests, ₹5–12 lakh for premium decor with a full venue transformation, ₹12–30 lakh for luxury installations including suspended florals and structural builds, and ₹30 lakh and above for grand full-production decor across multiple functions. The single biggest variable in Goa is not guest count but wind: what survives an open beach at 5pm is a different structure from what stands in a resort courtyard, and that engineering is most of the difference between quotes.
If you have been quoted a large, vague number for "beach licence" or "CRZ permission" and cannot tell whether it is real, this section is for you. It is the most common question asked in Goa wedding forums and the one most often answered badly.
What CRZ actually is. Coastal Regulation Zone rules restrict permanent structures and some temporary installations on Goa's beaches. They apply to any event on beachfront land. This is a genuine legal framework, not a vendor invention, and decor is exactly what it governs — a mandap, a stage, an arch and a lighting rig are all temporary structures in the eyes of the rule.
Where the answer differs. If your ceremony is on a hotel-managed beach section, permits are typically handled as part of the venue agreement and there should be no separate line item on your decor quote. If you are on a non-hotel or semi-public beach, written permissions are needed from the relevant Collector's office or Panchayat, and someone has to actually go and get them. Sound permissions and any fireworks are separate approvals again, with their own cut-off times.
How to check the number you were given. Ask three questions, in this order. Which specific permissions is this quote for — CRZ, sound, fireworks, or a bundle? Is this beach hotel-managed, and if so why is it not covered by the venue agreement? And can you show me the documentary evidence of the permission once it is obtained? A venue or planner that cannot produce documentation for a permit it is charging you for is the one situation where you should stop and get a second opinion. We would rather you asked us those questions too.

Many do, and the same rented mandaps and props quietly circulate between weddings. Panigrahana does not. Every mandap, structure, and floral installation we build in Goa is original design, fabricated in-house by our 30-person design team for your wedding alone, with zero catalogue or rental designs. Our South-Goa production team carries out all fabrication and setup locally, so nothing is recycled from someone else's day.
On sand, the mandap has to be engineered, not just styled. We use weighted or augured foundations so structures stay level and stable, open frames that showcase the ocean instead of fighting the wind, and lightweight draping secured against coastal gusts. Think driftwood-toned timber, tropical florals, and a clean horizon line, all built in-house and tie-down rated for real Goa beach conditions.
Timing and engineering, not luck. We install heat-sensitive florals as late as possible before guests arrive, keep stems fed from hidden water sources, and choose humidity-tolerant tropicals such as orchids, heliconia, and anthurium for exposed areas while reserving delicate roses for cooler indoor spaces.
