Is a one-day liquor licence required, and who applies for it?

Yes, if liquor is served at a place that does not already hold a licence. It is an occasional licence in Form CL-5, applied for in Form CL-1A to the Deputy Commissioner of Excise for the local area. One named person or company holds it — in practice the venue or its caterer, not the couple and not us.

The Karnataka State Beverages Corporation, the state undertaking that channels liquor through its depots, publishes a guideline for occasional licensees. It records that the licence “is issued by Excise Department under sub-rule 3(5) of Rule 3 of the Karnataka Excise (Sale of Indian and Foreign liquors) Rules, 1968 in form CL-5”, and that you “apply to the Deputy Commissioner (Excise) of the local area with requisite fees”.

A licence attaches to a licensee, identified at the depot by PAN, so a family arriving for two days cannot casually be the applicant — and a venue with its own bar licence removes the exercise entirely. We ask about alcohol on the first venue call, alongside how the venue charges.

What does the application involve, and what does it cost?

A prior police or revenue no-objection, then Form CL-1A to the Deputy Commissioner of Excise with the prescribed fee. Neither the corporation's guideline nor the 2022 amendment rules print a fee figure, so we publish none. Ask the Excise office for the current amount and keep the receipt.

The guideline is explicit on sequence: “Prior permission/NoC from the Jurisdictional Police/Revenue Authorities is necessary for procuring Occasional License.” The 2022 amendment fixed the form — an occasional licence in Form CL-5 “shall make an application to the Deputy Commissioner of Excise in Form CL-1A” — and the discretion: the Deputy Commissioner “after such enquiry as he deems fit, and if he is satisfied, may grant an Occasional licence in Form CL-5 and a copy of the licence shall be sent to the jurisdictional Police Station”.

Fee figures circulate on forums; none is a source. If a vendor quotes a licence cost, ask whether it will appear on an invoice with the excise receipt attached — the test we apply to every line in the costs that surface late.

How do we get this done without a middleman?

Ask for the documents, because the licensed route produces one at every step. The licence, the police no-objection, the depot bill and the transport permit all exist on paper. If a supplier cannot name who the licensee will be, that is your answer.

A numbered application, a licence copy that reaches the police station on its own, a retailer code against a PAN, a payment into an account allotted to that retailer, a permit signed by the excise officer — a wedding where all of that exists is one where nobody is exposed on the day. We name the licensee in the contract beside the bar scope; our venue contract playbook carries the clause structure.

Where must the alcohol be bought, and can we bring our own bottles?

Against the licence, not from a personal store. The guideline routes an occasional licensee to the nearest Indian Made Liquors depot, where a retailer code is created against the licence and PAN. Since the 2022 amendment a CL-5 holder may also buy from a distributor, CL-2 or CL-11C licensee.

Take a photocopy of the licence and PAN card, with the originals for the depot manager to verify. The depot uploads both so head office can create a retailer code. The licensee then remits money — through the corporation's e-payment facility using that code as the user ID, or by NEFT or RTGS into an account number allotted to that retailer, which “differs for each of the retailers”. Funds reach the depot in ten to fifteen minutes, and the indent follows.

Three lines in that guideline decide your timeline. Stock “will be issued to the licensee on the valid licensed date”. There is “no sale of Liquor” on Sundays, on the second Saturday of every month, or on government holidays and such other days as notified. And transport is the licensee's own arrangement, under a permit for the depot-to-venue run issued by the excise officer, with loading charges payable to the depot porters at prescribed rates; the advice is to remit a day early. The 2022 amendment also switched off the ordinary possession cap for a sale to a CL-5 holder — the law expects a licensed wedding to buy a wedding-sized quantity through a licensed channel, not a car boot of bottles from home.

Which venues hold a bar licence, which are dry, which allow outside alcohol?

It varies property by property, and the policy is rarely on the venue's own website. Below are the alcohol positions recorded in our venue research for five Bangalore properties. Confirm every line in writing for your dates before an advance is paid.

“Outside alcohol permitted” is not a convenience — it is a transfer of work, and farm and garden venues sit in that column more often than hotels. It is part of why mantapa and hall pricing is not comparable with resort pricing line for line.

What sound and loudspeaker permission applies after 10 pm?

Amplified sound is licensed separately by the police, and the night restriction is national. Under the Noise Pollution (Regulation and Control) Rules, 2000 loudspeakers and public address systems may not be used between 10 pm and 6 am except in closed premises, and written permission from the authority is needed before use at all.

The licence comes from the Karnataka Police Act, 1963. Section 37 provides that no person shall use amplifying apparatus “in or upon any premises … audible beyond fifty feet from such premises”, or “in any open space … audible beyond two hundred feet from the place at which the musical or other sound is produced”, except under a licence granted by the Superintendent or the officer notified for that area. Those two distances are the practical trigger for a band or a DJ rig in a garden.

The hours carry a limited exemption: the state may permit use between 10 pm and midnight “on or during any cultural or religious festive occasion of a limited duration not exceeding fifteen days in all during a calendar year”. It is granted, not assumed. Areas within not less than 100 metres of hospitals, educational institutions and courts may also be declared silence zones. We publish no decibel figures, because the numerical schedule was not readable in the official pages we fetched. Practically: if the sangeet must end at 10 pm, the run sheet is built backwards from 10 pm and the after-party moves into a closed room.

When is police intimation needed for a procession or baraat?

Whenever the celebration leaves private property. The Karnataka Police Act, 1963 empowers the police to prescribe the routes by which and the times at which processions may or may not pass, and to regulate the playing of music and the beating of drums in or near any street or public place.

Section 34 lets the Commissioner, and officers not below Sub-Inspector, direct the conduct of processions, prescribe routes and timings and prevent obstruction near places of worship. Section 31 carries the rule-making power for the same subjects, including licensing “the using of a loudspeaker in or near any public place”; section 36 lets a written order stop music and noise that causes annoyance or risk nearby. A baraat with a band and a horse touches all three, so speak to the jurisdictional station early with a route, a time window and a realistic headcount.

Is a music licence separate from the liquor and sound permissions?

Yes, entirely separate. The excise licence covers serving liquor. The police loudspeaker licence covers amplification and hours. Neither grants the right to play recorded commercial music at an event — that is copyright, handled with the licensing bodies, and usually a DJ or band contract question.

How far ahead must each permission be filed, and who carries the copies?

Work backwards from the depot calendar, not from the wedding date. The police no-objection has to precede the excise application, and stock is issued only on the licensed date — never on a Sunday, a second Saturday or a government holiday. Copies travel with the people running the bar and the sound.

No official document we could read publishes a minimum lead time for the occasional licence, so we do not invent one. What the guideline fixes is the order and the closed days: no-objection first, application second, retailer code only after the licence exists, money before the indent, collection only on a day the depot sells.

What we file, and what stays with the venue or the couple

We file nothing with Excise, and we say so plainly. What we own is the checklist: naming the licensee in the contract, getting the alcohol and sound policies in writing before the advance, building the run sheet around the 10 pm restriction, and holding every supplier to producing their paperwork.
